For a decision there are usually a number of alternatives, and a decision is a choice between one of these alternatives. If the issues are clear cut, the decision must be made low down in the managerial hierarchy. But, as one rises in the hierarchy, the pros and cons between the alternative courses of action for a decision for which a choice has to be made become almost equally balanced, as there is much to be said for both courses of action. In such situations, drunker suggest that a manager should take as many opinions as possible before arriving at a decision.
